Tangle Wire & Rishadan Port - Will Karpenko - Tuesday, June 13, 2000 11:28 PM

I have a question about Tangle Wire and Rishadan Port, if my friend has tangle wire in play(with one fade counter) and a port also in play. Can I, when he ports a land of mine say I will tap that land to the Tangle Wire effect? He says I will also have to tap another artifact, creature, or land. please clarify the situation.

Tangle Wire
Color=Artifact Type=Artifact Cost=3 NE(R1)
Text(NE): Fading 4. ; At the beginning of each player's upkeep, that player taps an untapped artifact, creature, or land he or she controls for each fade counter on ~this~.
Rishadan Port
Color=Land Type=Land Cost=None MM(R1)
Text(MM): {Tap}: Add one colorless mana to your mana pool. ; {1},{Tap}: Tap target land.

Issues: - The Stack · Triggered Upkeep effects
Principles: Actually the answer to this question is based on how spells and abilities go on the stack and when items on the stack resolve. The payment for Tangle Wire triggers at the beginning of a player's upkeep, so it will be the first item on the stack (unless there are other triggered upkeep effects, in which case the Active Player will decide the order to put the different upkeep effects on the stack).
My Answer: Here's what happens -
1) The Tangle Wire effect goes on the stack
2) He selects one of your lands to tap with the Port - that effect goes on the stack
.. assuming nothing else happens..and both players pass
3) your land gets tapped by the Port's effect
.. assuming nothing else happerns..and both players pass
4) You have to pay for Tangle Wire - at this point the Port's effect of tapping the land has already impacted the land and it is tapped, so you must select something else.

Is a person allowed to select the "permanent": to be tapped and then "in response": tap them to use abilities. I realize this works for lands but mana abilities seem to work differently than other abilities. As an example, an opponent has Soul Sculptor and three lands and Tangle Wire has four counters, can he/she select these four permanents to pay Tangle Wire's cost and then tap the lands in response and then play soul sculptors ability? My thinking is it should be no.. since the tapping is a "cost" that must be paid for tangle wire so the cost can not be paid if the permanent is tapped to pay another cost...? Please advise.
My Answer:
Tangle Wire's effect goes on the stack at the beginning of upkeep, then either player can add spells or abilities to the stack, but when Tangle Wire's effect finally resolves you must select untapped permanents (if you have any)..
